PULASKI COUNTY, Ark. -- Nineteen Pulaski County Special School District schools will participate in Provision 2 during the 2024-2025 school year. Provision 2 will provide meals, regardless of eligibility category, at no charge for all students at the following schools:

Crystal Hill Elementary

Daisy Bates Elementary

Harris Elementary

Joe T. Robinson Elementary

Landmark Elementary

Lawson Elementary

Oak Grove Elementary

Oakbrooke Elementary

Pine Forest Elementary

Sherwood Elementary

Sylvan Hills Elementary

William Jefferson Clinton Elementary

Maumelle Middle

Mills Middle

Sylvan Hills Middle

Sylvan Hills Junior High

Mills University Studies High

Provision 2 is made possible through the United States Department of Agriculture (USDA) and Richard B. Russell National School Lunch Act. Under Provision 2, schools (listed above) must serve meals to  all participating children at no charge for up to 4 consecutive years. 

​​In its first year, PCSSD must collect Free and Reduced Lunch applications from all participating schools. For the remaining three years of Provision 2, households are not required to complete the free and reduced price application or pay for meals.

Provision 2 requires that the school serve meals to participating children at no charge but reduces application burdens to once every 4 years and simplifies meal counting and claiming procedures by allowing a school to receive meal reimbursement based on claiming percentages. Additional 4-year extensions to Provision 2 are possible when certain conditions are met.

Application forms are available online and at each PCSSD school; the forms can be turned in between July 1, 2024 through June 30, 2025. Only one application should be submitted for each household. PCSSD will review applications and are subject to verification at any time during the school year by school officials. Parents/guardians who are dissatisfied with the District’s determination may make an appeal to the student nutrition department via email at nutrition@pcssd.org

To file a program discrimination complaint, a Complainant should complete a Form AD-3027, USDA Program Discrimination Complaint Form which can be obtained online, from any USDA office, by calling (866) 632-9992, or by writing a letter addressed to USDA. The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation.  The completed AD-3027 form or letter must be submitted to USDA by:
