Background and Acknowledgements

Policies are guidelines and principles that chart a course action and establish objectives for the operation of a school district.  It is through the exercise of their policy making function that a school board makes important decisions on the educational matters of their district.  To be of any value, policies must be used. To be used, policies must be consistent with the times. Therefore, it is imperative that board policies should be systematically reviewed, evaluated and updated.

Since the last update in 1984, a number of changes have taken place. On December 31, 1987, the Arkansas General Assembly enacted into law the first recodification, revision, modernization and reenactment of the State’s general and permanent laws. This new law changed all coding for Arkansas statutes. Another recodification, this time by the National Education Policy Network/National School Boards Association, also brought about the need to update the manual.

Three types of coded materials are located in this manual. Board policies, found on white paper are general statements indicating a desired condition, direction or belief. The regulations, found on the yellow pages, are developed to put the policies into practice. Regulations, coded -R, are directives telling how, by whom, where and when a policy is to be implemented. Exhibits, coded -E, are the various reference documents and forms used in implementing board policies and are found on green paper (see District paper copies).

The Code-Finder Index, located in the back of the policy manual, is an index to the National Education Policy Network/National School Boards Association classification system. While the index provides an alphabetical listing of common education terms and policy titles, the District does not have statements of policy for every code listed.

The electronic version of the Board Policy Manual is provided as a service and a convenience to the patrons and constituents of the Pulaski County Special School District.  Anyone using, citing, or referencing text from the electronic version should first check with the Office of the Superintendent for official documentation and updates to the Board Policy Manual.  The official Board Policy Manual is maintained in paper format in the Office of the Superintendent and supercedes any and all portions of the electronic version of the Board Policy Manual Online.  The Board Policy Manual Online is not intended for use as a legal reference.  

NOTE: Pages that are color coded in the official Board Policy Manual are not color coded in the Online version of the Board Policy Manual.  The reader should refer to the -R (yellow paper in the official Board Policy Manual) or -E (green paper in the official Board Policy Manual) notation in the policy code boxes to distinguish which of the three types of coded materials is represented by a particular document.  Reproduction of color-coded materials may produce unpredictable results when used on black and white computer printers.  Likewise, color printers may require an inordinate amount of ink to reproduce a single color page.  The Board Policy Manual Online is presented in black and white pagination as an efficient method of reproducing Board Policy Manual pages.
